Cebu is one of the easiest Philippine destinations for first-time visitors, but a few things can catch you off guard if you are not prepared. From navigating transport to knowing where to stay, here is everything you need to know before your first trip to Cebu, based on years of traveling across the island.

Getting Around Cebu

Grab (Ride-Hailing)

Grab is the easiest and most reliable transport option in Cebu City, Mandaue, and Lapu-Lapu (Mactan). Download the app before arriving. Rides from Mactan-Cebu International Airport to Cebu City center cost about PHP 250 to 400 depending on traffic. Grab is available 24/7 but surge pricing applies during rush hours and late nights. GrabCar (sedan) is more comfortable; GrabBike (motorcycle) is faster but riskier.

Jeepneys

Cebu's jeepney system is extensive but confusing for newcomers. Routes are identified by codes painted on the side (like 04L, 12L, 01K). The fare starts at PHP 13 for the first 4 kilometers. Jeepneys run from about 5:00 AM to 10:00 PM. They are extremely cheap but crowded during rush hours. Useful routes: 04L goes from SM City to Ayala Center, and 01K runs along Colon Street, the oldest street in the Philippines.

Habal-Habal (Motorcycle Taxis)

Outside the city, especially in the south (Oslob, Moalboal, Dalaguete), habal-habal is the primary transport. These are regular motorcycles that carry 1 to 2 passengers. Fares are negotiated before riding. A habal-habal from the Oslob bus terminal to the whale shark watching site costs about PHP 50 to 100. Always agree on the price before getting on and wear a helmet if one is available.

V-Hire and Buses

For longer distances (Cebu City to Moalboal, Oslob, Bantayan Island), take a bus or V-hire (air-conditioned van). Buses depart from the Cebu South Bus Terminal (for southern destinations) and Cebu North Bus Terminal (for Hagnaya port, Bantayan). V-hires are faster and more comfortable but slightly more expensive. The ride to Moalboal takes about 3 hours by bus (PHP 150 to 180) or 2.5 hours by V-hire (PHP 200 to 250).

Money and Payments

  • Cash is essential. Many restaurants, transport, and attractions outside Cebu City only accept cash. Bring enough PHP from an ATM or money changer before heading south.
  • ATMs: Widely available in Cebu City, Mandaue, and Mactan. BPI and BDO have the lowest withdrawal fees for foreign cards. Daily limits are usually PHP 10,000 to 20,000.
  • GCash and Maya: These mobile payment apps are widely accepted at restaurants, convenience stores, and some tourist attractions in the city. You need a Philippine phone number to set them up.
  • Credit cards: Accepted at malls, mid-range to upscale restaurants, and chain hotels. Do not count on card acceptance at small eateries, market stalls, or budget accommodations.
  • Money changers: Better rates than the airport. Try the money changers inside SM City Cebu or Ayala Center Cebu.

  • Avoid walking alone in poorly lit areas of Colon Street and Carbon Market at night.
  • Use Grab instead of unmarked taxis, especially at night or from the airport.
  • Keep valuables in your front pocket or a cross-body bag in crowded areas.
  • Be cautious of overly friendly strangers near tourist spots who offer unsolicited tours or rides at inflated prices.
  • For swimming and water activities, follow local safety warnings. Currents can be strong at certain beaches, especially during wet season.
  • Cebu rarely gets hit by typhoons directly, but monitor weather during June to November and check ferry schedules if island hopping.

Food: What to Eat and Where

Cebu is one of the best food destinations in the Philippines. Do not miss these:

  • Lechon: Cebu's roasted pig is considered the best in the country. Rico's Lechon, CnT Lechon, and Zubuchon are the top picks. Expect to pay PHP 200 to 300 for a generous plate.
  • Dried mangoes: Cebu is the dried mango capital of the Philippines. Buy at 7D or Philippine Brand shops for the best quality and price. Great pasalubong (souvenir gifts).
  • Sutukil: A Cebu seafood dining tradition where you choose fresh seafood at the market and have it cooked three ways: sugba (grilled), tuwa (soup), and kilaw (raw/ceviche). Try the Sutukil stalls at Mactan Shrine or Larsian sa Fuente.

Buy a local SIM card at the airport or any convenience store. Globe and Smart are the two main providers. A tourist SIM with 10 to 15 GB of data costs about PHP 300 to 500 and is valid for 7 to 30 days. Globe generally has better coverage in Cebu City and Mactan, while Smart covers southern Cebu slightly better. Most hotels and cafes have free Wi-Fi, but speeds vary. For reliable data outside the city, a physical SIM is essential.

  • Cebu City (IT Park / Ayala area): Best for nightlife, restaurants, and city convenience. Modern hotels and condotels available.
  • Mactan Island: Best for beach resorts, airport proximity, and island hopping. The main tourist beach area.
  • Moalboal: Best for diving, the sardine run, and a backpacker-friendly vibe. About 3 hours south of the city.
  • Oslob: Gateway to whale shark watching. Stay overnight to beat the morning crowds from Cebu City.
  • Bantayan Island: Best for quiet beaches and relaxation. Requires a bus plus ferry from northern Cebu.

Pro tip: If your flight arrives late or departs early, stay in Mactan (near the airport) rather than Cebu City. Traffic between the two can be unpredictable, especially during rush hours when crossing the Mandaue-Mactan Bridge can take 30 to 60 minutes.
